Welcome to the WRARS Program
The Waste Reduction and Recycling Support (WRARS) Program was established to improve Manitoba's waste diversion rate, encourage sustainable waste management practices and enhance municipal waste diversion activities. Beginning July 1, 2009, all solid waste disposed at Manitoba landfills is subject to a $10 per tonne WRARS Levy. The Levy applies to all residential, industrial, commercial and institutional waste, construction, renovation and demolition waste, and other solid waste materials. The WRARS Levy discourages the disposal of waste in landfills and generates funds to support waste reduction and diversion initiatives.
The WRARS Program's annual budget is based on revenue collected through the WRARS levy. Currently, 80% of the funding is rebated to municipalities to further promote recycling in Manitoba. The remaining 20% supports strategic initiatives throughout Manitoba including organic waste diversion, safe disposal of household hazardous waste, and pilot projects that increase waste diversion by promoting the development of a local circular economy.

The Manitoba government's Role
The Manitoba government manages the WRARS Program. This includes managing the Levy remittance process, collecting waste and recycling information from landfill owners, municipalities and communities, and issuing recycling rebates to municipalities and communities.
